I'm trying to be a Piranha Plant for halloween. Suggestions on how to make it?

I don't have a lot of materials, and I'm on a tight budget. I made the pipe, but now I need to make the head/flower part. I don't want the head to be a hat, though. I'm also on a tight budget, and all I have is a yard of red felt and a yard of white fleece.
