Will the NFL's commissioner implement mandatory schemes to prevent teams from forfeiting?

no teams already in the playoffs don't owe other teams anything. they can do whatever they feel is best for their team and imposing a penalty on teams who rest starters is the dumbest thing i've ever heard. clearly you weren't watching the patriots-texans game today or you wouldn't think teams should have to play their starters (unless you're a texans fan with a very selective memory, but more likely you're a whining steelers fan)
